21st August 2017 - During a routine inspection
This announced inspection took place on 21 August 2017. Axcelence care provides personal care for people with learning and physical disabilities living in their own homes. On the day of our inspection there were four people using the service in a shared house. The service had a registered manager in place. A registered manager is a person who has registered with the Care Quality Commission (CQC) to manage the service. Like providers, they are 'registered persons'. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run. We last inspected the service on 4 December 2015 and rated the service as 'Good.' At this inspection we found the service remained 'Good' and met all legal requirements. However, policies and end of life care plans were still in the process of being updated. The registered manager had a plan in place to ensure these were completed in a timely manner. People's needs were assessed before they started using the service and care plans ensured people’s individual wishes, needs and choices were taken into account. Staff had undergone safeguarding training and were able to explain the steps they would take to safeguard people from abuse. There were sufficient staff to meet people’s needs. The service had effective recruitment and selection procedures in place that ensured relevant checks were completed before they employed staff. Medicines were managed safely by staff who had received appropriate training and competency assessment. The service was working within the principles of the Mental Capacity Act 2005 (MCA). People were supported to maintain a balanced diet by staff who were aware of their individual preferences. Staff treated people with dignity and respect. They helped to maintain people's independence by encouraging them to care for themselves where possible. People attended activities based on their likes and interests and were encouraged to maintain their social and family contacts which helped meet their social needs. There was an effective complaints system in place known by people, their family and staff. Staff felt supported by the registered manager and received annual appraisal, regular training and supervision to ensure they delivered evidence based care. There were effective quality assurance processes in place to ensure people’s feedback was listened to and acted upon.
